Professional summary

Chris has fourteen years of progressive experience in program management, construction management, and design. She has extensive experience in planning, programming, and design and construction of capital improvement projects, including military, commercial, entertainment, and transportation projects. She is a Professional Engineer and a LEED (Leadership in Energy and Environmental Design) Accredited Professional.

For Pittsburgh Public Schools, Chris served as an Owner's Representative for the construction of the new High School for the Creative and Performing Arts. Her responsibilities included oversight of change orders, schedules, impact and delay claims as well as review of design and contract documents and oversight of construction work by multiple primes.

For the Pittsburgh Destination Project, Chris was responsible for managing the program control system and staff, assuring that cost, schedule, and quality goals and milestones were achieved. Through careful planning, participation, and concurrence of the Owner, she established and implemented proven project controls and positive avenues of communication.

Chris deployed with the Army Reserves in support of Operation Iraqi Freedom in 2003-2004. She served as the Chief of Engineering Plans and Services for the Directorate of Public Works and provided design, contracting and construction management services for high profile, fast track projects including a new fitness center and sports complex, roads, medical clinics, and office space. Work was performed in a high stress, austere environment utilizing foreign contractors.

Chris' experience as a Project Manager in Pittsburgh and Resident Engineer at Baltimore/Washington International Airport included reviewing/negotiating change orders, reviewing schedules, evaluating changed conditions, impact and delay claims. She has reviewed change orders to determine legitimacy and accuracy and has both negotiated change orders and made recommendations to the Owner. Her review of change orders includes evaluation against contract requirements, verification of labor rates, burdens, and fees; equipment rates and material costs; inefficiency claims and impact claims.

Chris attended Primavera Suretrak scheduling software training in 1999. She has experience creating, updating and reviewing construction schedules for new facility construction, rehabilitations and sitework. She has evaluated the following types of schedules: as-planned, monthly update, two-week look-ahead and recovery schedules as well as impact/delay claims. Her experience managing various sized projects gives her a good understanding of construction sequencing and task duration.

  • CAPA, High School for the Creative and Performing Arts, Pittsburgh, PA — $35 million. Owner's Representative for the construction of the new high school. Project included theaters, dance studios, music rooms, art/photography/television studios, science laboratories, gymnasiums, shops, etc.
U.S. Army
  • Operation Iraqi Freedom, Kuwait — $2 million. Army Captain, Chief of Engineering Plans and Services for Directorate of Public Works at remote Camp in Kuwait.
  • US Army Facility Engineer Group, Pittsburgh, PA — Army Major, Facility Engineer conducting environmental and real property assessments of Army Reserve facilities.
Pittsburgh Destination Project, Pittsburgh, PA
  • PNC Park, Pittsburgh, PA — $216 million. Owner's Representative for the construction of the new ballpark for the Pittsburgh Pirates.
  • North Shore Riverfront Park, Pittsburgh, PA — $15 million. Owner's Representative for construction of the North Shore Riverfront Park. The park features esplanades, boat docking, fountains, landscaping and riverwalks.
Baltimore/Washington International Airport
  • Cargo Building F — $6.3 million contract to build a 63,000 sf cargo building, and 28,000 sf of office space. Contractor submitted 200 claims for costs and time extensions, totaling 40% above contract value, and two years, but settled for less than 6% above contract value; completed on time.
  • Pavement Improvements, Parking Lots — $3 million contract to reconstruct pavement of several parking lots and aircraft parking aprons.
  • Roof Replacement and Renovations at Air Cargo — $1.7 million contract to replace roofs and renovate six cargo buildings.
  • HVAC & Fire Protection Upgrades at Air Cargo — $1.4 million contract to renovate HVAC, sprinkler system, and lighting in two 25 year old cargo warehouses without impacting operations of current tenants.
  • Airport Operations Center — $2.5 million contract to replace a 1,500 SF control tower.
