Chris has sixteen years of progressive experience in program management, construction management, and design. She has extensive experience in planning, programming, and design and construction of capital improvement projects, including education, performing arts, military, commercial, entertainment, and transportation projects. She is a Professional Engineer, a LEED (Leadership in Energy and Environmental Design) Accredited Professional, a member of the US Green Building Council, the Council for Educational Facility Planners, the Engineer's Society of Western Pennsylvania and the US Army Reserves.

Project Summaries, Chronicle Consulting, LLC

Eckles Architecture, 2005-2006:

  • Pine-Richland School District Upper Elementary School, Gibsonia, PA - $36 million, 189,000 sf. LEED Project Team Administrator. Evaluated professional proposals, performed feasibility analysis, prepared grant applications, set LEED goals and coordinated design team, prepared cost estimates, performed schedule analysis, prepared and gave presentations to the school board related to LEED Silver Rating.
  • Pittsburgh Public Schools Miller African Centered Academy Classroom and Gymnasium Addition (formerly McKelvy) - $7 million, 30,000 sf. Constructability review of schematic design, design development and construction document phases.

Human Services Center, 2006:

  • Edgewood Group Home - LEED Project Team Administrator. Performed feasibility study for LEED certification, coordinated LEED application preparation and assembly. Prepared LEED documentation and supervised commissioning authority and energy optimization consultant.

Pittsburgh Public Schools, 2005-Present:

  • CAPA, High School for the Creative and Performing Arts, 7th & 8th Floors - $3 million. Owner's Representative for the construction of Phase II of the new high school. Project included television studio, wireless technology, security system, etc.
  • South Construction Technology Center - $15 million. Owner's Representative for design and construction of new vocational technical school. Project includes carpentry, electrical, welding, masonry, HVAC, CADD, plumbing laboratories and LEED Silver goals.
  • Sunnyside Elementary Additions and Alterations - $7 million. Project oversight and management of construction activities for asbestos abatement, gym addition and general classroom renovations. Maintain on-site presence and closely oversee and manage construction throughout the phases of the project. Track the schedule and monitor the progress of construction work. Review and negotiate change orders. Obtain all inspections by governing agencies and secure occupancy permits. Coordinate furniture and equipment deliveries and relocation of building occupants.
  • Vann Elementary - Project oversight and management of fast track toilet renovations.

Sports & Exhibition Authority of Pittsburgh and Allegheny County, 2006:

  • PNC Park and Heinz Field - Facility condition survey and inspections. Provide an annual assessment of the condition of the facilities by evaluating maintenance records and warranties, observing major building components such as foundations, structure, building envelope and roof, mechanical, electrical and plumbing systems, fire and life safety reviews, and general finish and housekeeping. Evaluate facility for structural defects, evidence of deferred maintenance, excessive wear and tear and make a judgment on the life expectancy of various building systems.

Whiting-Turner Contracting Company, 2005:

  • The Galleria at Pittsburgh Mills, Tarentum, PA - $65 million. Change Order Manager and Contract Closeout Manager for 1.1 million square foot shopping and entertainment complex.

Commonwealth of Pennsylvania, Office of the Budget, 2005 to Present:

  • Oversight for the Redevelopment Capital Assistance Program, a grant program for community redevelopment.
Prior Professional Experience

AMEC, Pittsburgh Public Schools, Pittsburgh, PA, 2001-2005:

  • CAPA, High School for the Creative and Performing Arts - $38 million. Owner's Representative for the construction of the new high school, Phases I and II. Project included theaters, dance studios, music rooms, art/photography/television studios, science laboratories, gymnasiums, shops, galleries, concessions, cafeteria, wireless technology, video display board, security system, etc.

AMEC, Sports & Exhibition Authority, Pittsburgh, PA, 1999-2001:

  • PNC Park, Heinz Field, David L. Lawrence Convention Center - $1 billion. Project Controls Manager for the construction of this entire program.
  • PNC Park - $216 million. Owner's Representative for the construction of the new ballpark for the Pittsburgh Pirates. The ballpark features stadium seating, press box, concession areas, security systems, video display board, etc.
  • North Shore Riverfront Park - $15 million. Owner's Representative for construction of the North Shore Riverfront Park. The park features esplanades, boat docking, fountains, landscaping and river walks.

Parsons Group, Baltimore/Washington International Airport, 1995-1999:

  • Restroom Renovations in Terminal - Owner's Representative for Maryland Aviation Administration for $3 million contract to renovate 32 restrooms throughout operating airport terminal. Included 8 phases over 2 years.
  • Airport Operations Center - Owner's Representative for $2.5 million contract to replace a 1,500 SF control tower within operating airport terminal.
  • HVAC & Fire Protection Upgrades at Air Cargo - Owner's Representative for $1.4 million contract to renovate HVAC, sprinkler system, and lighting in two 25 year old cargo warehouses without impacting operations of current tenants.
  • Cargo Building F - Owner's Representative for $6.3 million contract to build a 63,000 sf cargo building, and 28,000 sf of office space. Contractor submitted 200 claims for costs and time extensions, totaling 40% above contract value, and two years, but settled for less than 6% above contract value.
  • Central Utility Plant - Owner's Representative for $5.9 million contract to extend and upgrade the existing Central Utility Plant.

Michael Baker Corporation, 1991-1995:

  • Assistant Engineer for numerous road and airport design projects.

U.S. Army, 1991-Present:

  • Operation Iraqi Freedom, Kuwait - $2 million. Army Captain, Chief of Engineering Plans and Services for Directorate of Public Works at remote Camp in Kuwait. Renovated existing Troop Medical Clinic while maintaining environment of care for soldiers in theater.
  • US Army Facility Engineer Group, Pittsburgh, PA and Darien, IL - Army Major, Facility Engineer conducting environmental and real property assessments of Army Reserve facilities. Operations Officer overseeing major engineer operations for subordinate units.
Project Narratives

For Pittsburgh Public Schools High School for the Creative and Performing Arts, Chris's responsibilities included reviewing/negotiating change orders, reviewing schedules, evaluating changed conditions, impact and delay claims as well as reviewing design and contract documents and overseeing construction work by multiple primes. She was re-selected by the Pittsburgh Public Schools for Phase II of this project. For the Construction Technology Center, Chris's responsibilities included design and programming, coordination with the users and architects, development of the design and construction scope and packages, development of funding requests for LEED grants and overall LEED coordination.

For the Sports & Exhibition Authority, Chris managed staff to assure that cost, schedule, and quality goals and milestones were achieved. At the same time, she was the Owner's Representative and Project Manager for PNC Park, a 38,000 seat baseball park and Riverfront Park.

Chris deployed with the Army Reserves in support of Operation Iraqi Freedom in 2003-2004. She served as the Chief of Engineering Plans and Services for the Directorate of Public Works and provided design, contracting and construction management services for high profile, fast track projects including a new fitness center and sports complex, roads, security checkpoints, medical clinic upgrades, laundries, and secure office space. Work was performed in a high stress, austere environment utilizing foreign contractors.

Chris's experience as a Project Manager in Pittsburgh and Resident Engineer at Baltimore/Washington International Airport included reviewing/negotiating change orders, reviewing schedules, evaluating changed conditions, impact and delay claims. She has reviewed change orders to determine legitimacy and accuracy and has both negotiated change orders and made recommendations to the Owner. Her review of change orders includes evaluation against contract requirements, verification of labor rates, burdens, and fees; equipment rates and material costs; inefficiency claims and impact claims. Additionally, her work involved protecting the safety, security and operational integrity of the Airport and included complex phasing plans, tenant and public interface.

Chris attended Primavera Suretrak scheduling software training in 1999. She has experience creating, updating and reviewing construction schedules for new facility construction, rehabilitations and site work. She has evaluated the following types of schedules: as-planned, monthly update, two-week look-ahead and recovery schedules as well as impact/delay claims. Her experience managing various sized projects gives her a good understanding of construction sequencing and task duration.
